On December 31, 2025, the Minister of Health issued Circular No. 52/2025/TT-BYT prescribing the list of infectious diseases, subjects, and scope of mandatory use of vaccines and medical biologicals. This Circular is an important legal basis for implementing vaccination activities, ensuring community immunity, and replacing the previous Circular No. 10/2024/TT-BYT.
Below are key points that health workers and the public need to know.
List of Mandatory Vaccines in the Expanded Program on Immunization
According to Article 1 of the Circular, the list of infectious diseases and mandatory vaccines applicable to children in the Expanded Program on Immunization includes 12 main diseases. Specifically:
– Hepatitis B virus: Vaccination for newborns (within the first 24 hours after birth) and subsequent doses for children.
– Pulmonary Tuberculosis: Administer the Tuberculosis vaccine once for children within 1 month after birth.
– Diphtheria, Pertussis (Whooping Cough), Tetanus: Use combined or monovalent vaccines according to the vaccination schedule for children (from 2 full months of age) and pregnant women (for Tetanus).
– Poliomyelitis: Use oral vaccine (OPV) and injectable vaccine (IPV) according to the schedule starting from when the child is 2 full months old.
– Disease caused by Haemophilus influenzae type B (HIB): Vaccination for children from 2 months of age.
– Measles and Rubella: Administer monovalent measles vaccine when the child is 9 full months old and combined measles-rubella vaccine when the child is 18 full months old.
– Japanese Encephalitis: Mandatory for Japanese Encephalitis, with 3 basic doses starting when the child is 1 year old.
– Rotavirus Diarrhea: Use the oral vaccine for children from 2 months of age.
– Pneumococcal Disease: This is a vaccine added to the mandatory list, administered to children from 2 months of age.

List of mandatory vaccines in the expanded program on immunization
For People at Risk in Epidemic Areas
In addition to the Expanded Program on Immunization, Circular No. 52/2025/TT-BYT also specifies a list of 10 infectious diseases requiring mandatory use of vaccines and medical biologicals for people at risk of contracting diseases in epidemic areas or traveling to epidemic areas.
This list includes: Diphtheria, Poliomyelitis, Pertussis, Rubella, Measles, Cholera, Japanese Encephalitis, Rabies, Influenza, and COVID-19.
The determination of subjects requiring vaccination in this case will be decided by the People’s Committees of provinces and cities or implemented according to professional guidance from the Ministry of Health, depending on the actual epidemiological situation.
Scope and Implementation Roadmap
The scope of use for the aforementioned mandatory vaccines is implemented nationwide for children and pregnant women. Specifically for the pneumococcal vaccine, the implementation roadmap will follow Resolution No. 104/NQ-CP dated August 15, 2022, of the Government to ensure resources and supply capabilities.
Circular No. 52/2025/TT-BYT takes effect from February 15, 2026. Medical facilities and relevant units need to update these new regulations to advise and implement vaccinations correctly, ensuring the rights and health of the people.
